dual monitor

I have...

Gigabyte 6750xt, ryzen 5 7600, 32GB DDR5 5600 Mhz.

(ive had my computer for some time now and ive never had these issues until recently)

recently my second monitor has dropped frames when i have a game loaded up ( just dragging windows across the screen looks awful like its at 30 Hz refresh rate) . My main monitor works perfectly fine, no frame drops.

I also flashed my bios recently and it changed a lot of the bios settings back to default, but i made sure to adjust them back.

Im wondering if the frame drop has something to do with the adrenaline software that im not aware of. 

I have tried everything the internet has told me. I am completely stumped.

You try using ddu uninstaller and then do a clean install of driver?

Make, model, and refresh rate of monitors and mobo?
