Does flashing vbios = overclocking?

My card is the Sapphire Pulse 5600 XT which has the famous option to flash the video bios which greatly improves performance of the card.

My question is, given that I have done that flash, is the card now considered overclocked? and if so, am I no longer able to further overclock it by the usual means? For example, is there any risk to use soft power play table's mod and the like? Or should I leave things as they are and be safe?

its already pretty tweaked with the oc bios.

you may still get some oc if you want, its possible, but not much.

in my experience its better to use undervolted, as it can keep the clocks high and temps stable low.

but the pulse is already got good cooling so... up to you.

Thank you so much for your perfect answer. I know how to undervolt my cpu, but i don't know for GPU. Can you let me know how? NZXT's CAM, Radeon's own software, or something else?
