Discrete Device Assignment issues with Radeon Pro WX3200

My set up

Dell R240 Server 2022  running hyper V with a clean Windows 11 VM. Radeon Pro WX 3200 

Dell R730DX Server 2022 running hyper V with a clean Windows 11 VM.  Radeon Pro WX 3200 install in the 16x slot (Three servers configured this way) 

I have followed all of Microsoft's documentation on getting this going.  I can get the card to post in the VMs, after the driver is install and rebooted I constantly get "Windows has stopped this device because it has reported problems. (Code 43)".  I can disable and re enable the graphics cards in the device manager and the error will go away until next reboot. 

I have not been successful on all 4 servers to get external video to post from these 4 cards.  Has anyone gotten this to work successfully and if so how?
