Ahh, it's back.

But does that one sentence mean it will only install the listed WHQL driver(currently 18.5.1) ?

Probably, but people who do not know, or bother taking a few seconds to look up, their GPU models do not need to be using the latest non WHQL drivers, as they often only contain fixes relevant to newer released games.
