Okay, here we go...
Bought a cyberpowerpc because GPU prices are worse than trying to adopt a child from overseas and I am not bargaining with a local shop for 1200 above MSRP.
The specs that matter:
Intel 11900K.
16GB DDR4 @ 3200MhZ
1100 watt gold PSU.
AMD 6900XT
Windows 11..
I can turn the rig on, it will boot and run 50% of the time with no issues. Randomly, if I can get it to boot with video signal, it will just go to a black screen and stop my whole rig from responding. Power is still on, fans still turning, all LED lights on and doing their own thing. Everything is normal, except it kills everything logical on the PC. I have to hard power the rig to recover. After the hard power cycle, it is a crap shoot, at the least, to get a signal to push through to the monitor. No error codes on the mobo and everything appears to be working physically. Lights etc. same as stated above. Windows event viewer has no data on the crash. Radeon software is about useless and once in a while it will say a driver crash was detected. There is no way that a driver is crashing 15+ times a day. It happens when gaming, watching a video, sitting on a desktop. Sometimes it can run for hours, others for minutes or even seconds before it black screens.
I have monitored temps and its not the issue.
All voltages stay steady and stable. Not a power draw issue.
I have even did a complete wipe of my drive and started with a fresh windows install hoping to fix the issue.
I am at a loss and very frustrated. Any help would be appreciated.

Are all the power leads to your GPU separate(one PCIE 8 pin connector from PSU per each GPU power port)? No pigtails on thee PCIE power cables being used.
The upper end AMD GPU's are very finicky about even power distribution.
Try removing the GPU check the PCIE interface on both GPU and MOBO for damage or obstructions. Clean the GPU PCIE interface with a very small amount of isopropyl alcohol and a thin non abrasive cotton cloth.
Clean the MOBO PCIE interface with a soft bristled toothbrush (gently) just to clear dust or unseen obstructions.
Try leaning the tower toward the open side and tapping on the opposite side (make sure power cord is unplugged) and see if any small metallic objects fall out like a standoff small screw nut or just random metallic debris.
Also try switching the power cables on your PSU and make sure each one is plugged into the appropriate port. Like the 8 pin CPU power cable should be plugged only into the CPU port on the PSU and not in an 8 pin PCIE power port.
Your PSU probably has 6 to 8 (8) pin PCIE power ports try plugging the PCIE power cables into other ports.
Multi rail PSU can cause this issue if to much load is on one rail.
Hope this helps I understand the I want to break it feeling because it should be working and there is no logical visible reason that it isn't.
Thank you for the advice. I have checked all power leads etc. Both the PCI slot and card are clean and free of obstruction and or debris. The card just keeps artifacting randomly and now the drivers won't even load on boot. Pretty sure the card is a brick at this point.
If Thunderbeaver's advise doesn't work and your Cyberpower PC is still under Warranty I suggest you open a Warranty ticket to have Cyberpower check out your PC.
Let them figure out if you have a defective hardware rather than you doing some action that might void the Warranty.

elstaci makes a good point just opening your case could void your warranty.
I'm so used to DIY builds I forget about the custom build sites and their warranty policies.
Those builds often have chassis intrusion hardware and software to detect any unauthorized opening of the case.
I definitely recommend reaching out to the OEM (Cyberpower) so they can work with you directly to troubleshoot the issue.
