How to record without black bars 4:3 resolution Fix amd relive

Make sure your display resolution isn't 4:3.

I try with GPU scaling OFF/ON
Full panell/Center/preserve aspect ratio combined with GPU scaling on/off
Recording resolution /In Game 1600x900 and all other resolution
I hawe monitor resolution set 1600 x 900 when i run game in 4:3 the game is full panel but when i want to record or stream i hawe black bars.
I just buy AMD graphic card first time in my life and i'm already tired trying to fix this problem.
