I have AMD r9 200 series 290. 

it was normal then pc didn't detect her, I installed " whql-win10-64bit-radeon-software-crimson-relive-17.7.2-july27 " and when pc restert it stays black screen, and I've tried latest another driver version and the same issue.

If the card was working fine, then suddenly no longer detected and no output, it's not a driver issue.

Make sure the BIOS setting for primary display is correct. Check whether the card has correct power connections, fan(s) spin. Check other outputs and cables. As a last resort you could try the card in another system.
