i think there is a big driver issue with the new 6800 Generation and DX11. My old vega 64 produced more frames and way better frame times...
i tried everthing, bios update, new drivers, fresh clean Windows install.
Worst example:
Assetto Corsa competizione. With my Vega64 I had about 70-100 FPS with medium settings in my local race with 29 opponents. No big drops and smooth playing.
Now with the 6800 XT, I'm somewhere between 60-80 FPS. The card doesn't care at all if I set everything to low or ultra. The utilization is 40-60%. The power consumption according to the driver is an incredible 70W. The game itself feels like ... on a 144Hz monitor.
If I do a 3d Mark run, or play BF5 in DX12, the card runs to the limit without any problems and pounds its 280W.
