Radeon WX4150 - Problem with very low GPU clock and poor efficiency

Hello, I have a Dell Precision 7520 laptop. Recently I have purchased a Radeon WX4150
graphics card that can be equipped with this laptop model (order no. Dell PN: V30XX).
After installing the card in the laptop and installing the AMD Radeon Pro software with drivers
(the latest from Dell website ver. AMD-Radeon-Pro-Graphics-Driver_2V64H_WIN_26.20.13028.2002_A07.EXE)
the graphics card works, switches from integrated card (HD 630) but unfortunately
it does not achieve efficiency. I ran tests on the 3d mark and the result is worse than on the HD630 integrated card.
Radeon WX 4150 (1826 points in 3d mark) vs. HD 630 (2132 points in 3d mark). I was able to check with the OCCT program that the Radeon GPU clock reaches a maximum of 216MHz
(this frequency is when testing by 3d mark), the memory frequency is 1500Mhz. I tried to install drivers from Dell website as above and the newest from AMD website number
(win10-radeon-pro-software-enterprise-20.q4-nov10.exe). Same effect on both driver versions. I know that there is active card switching between the integrated and the Radeon card,
but the card turns on, but it does not achieve performance. I am asking for help on the topic, what can block the clock in the GPU? I attach screenshots with 3d mark and OCCT with measurements.
