This mobile card supposed to have 145w base tgp but when I’m checking in the application, it’s showing me 115 tgp.

what is wrong?

Probably nothing if the app. ? doesn't require full gpu power, it's not going to run at full power. 

And there may be other factors, laptop maker implementations ?, ask them.
