My clock speed when playing a game like ROBLOX is around a stable 1400-1450 MHz. When monitoring it, I noticed that when the fan RPM goes up, the clock speed flucutates.
Is this a form of throttling? The temperature says 45 degrees, 52 hotspot.

Clock speed will reduce when utilization is low. Either the game is not very demanding or there is a frame rate cap or vsync enabled.
