7900 gre no video output

I recently built a setup for a customer/friend using a 7900 gre, MSI pro b650m-a wifi, ryzen 7 7800x3d, and EVGA 850 watt PSU. I've done bios update and several other options to figure out why I'm not getting video out display. Everything is working correctly. Fans on GPU spin but no video. I removed the card and placed it in my personal computer thats using identical components. Still no video out. Would this indicate a GPU that's dead on arrival?

Have you checked in the bios to make sure it's set to prioritize the GPU output first and not the IGPU? Sometimes the bios is set to the Integrated GPU on the CPU which the 7800X3D has. Do you get video if you connect your cable to the motherboard graphics output? If you do, my guess is that it's prioritizing the IGPU. You'd have to go into the bios and change the settings to GPU first and/or disable the IGPU
