I recently upgraded to a 6950xt from a 3060 and i have had nothing but stutters. when i play games its not smooth it just micro stutters when playing games like Minecraft, valorant, outlast, and phasmophobia which are the games I play the most. I don't know what to do because i check my pc performance with cpuz, gpuz, and afterburner. i have tried resetting my pc completely removing all files, deleting drivers with ddu. disabling mpo, disabling ulps, updating chipset drivers, and updating motherboard bios as well and nothing seems to work. the main issue i have is when I'm looking around in games its not a smooth glide its almost like I'm going in small increments. I get good scores on 3dmark and heaven benchmark and cinibench as well so I'm not sure what the issue is. the only bad thing I do notice is in timespy where my final results graph is all over the place. I also have a 5600x cpu along with 16 gbs of ram with 32000 ram speed so its unlikely its a bottleneck but it very well can be. at this point im not sure whats causing this issue at all. My fps are good but the gameplay is stuttery. I have checked my temps and everything is ok as for the gpu junction temp and everything.

as you can see the clock frequency is unstable as can be. i have a 1000watt psu so i know that's not an issue. only thing I haven't tried is doing a fresh windows install but after everything I have so far I doubt that will help. Hopefully i wont have to refund the card but if it keeps giving me issues ill have to do that.
