6800xt stay 99% utilization when idle

The monitor of Adrenalin shows the GPU is under constant 99% usage and running at max frequency, while the Task Manager shows the utilization is about 0%. 

The data is persistent abnormal when my PC is running.

 

Graphics card: AMD Radeon RX 6800 XT

Software version: Adrenalin 23.4.3; Windows10 19044.2846
