I've recently upgraded from a GTX 970 to an 6700XT but it has issues with stuttering and low fps on Windows 10. Done multiple Port Royales benchmarks, with scores between 5.6k and 5.9k while the best scores with the same CPU and GPU are in the 6.7k range, tried Destiny 2, Doom 2016, Titanfall 2, Siege and Witcher 3 on 1080p, all except tf2 which maxed at the games limit of 144fps and Siege which more than doubled my FPS from 200 too 400+, hovered around 100fps no matter the settings and Doom and Destiny also having noticeable stuttering.
I've ran DDU to make sure everything of Nvidias drivers where gone, set up SAM, updated BIOS, tried multiple versions of the drivers, the Recomended, the Optional that was released early June and now the one that released on 20th and all where the same with varying levels of the same issue, the stuttering was most noticeable just after switching driver versions, some time later they became less common but still happened.
Made sure that my windows settings, priority of the games, power managment settings where right but nothing, not sure if im missing something or what even is the problem, if its drivers or some part of my hardware.

2tb seagate hhd
The only games where there was a major improvement was TF2, Siege, Witcher had a minor improvement in FPS, Destiny had FPS improvement but very little and it stutters often and in Doom it was a decrease by a significant margin
Try running Fire Strike and post your result.. I am getting 26910.. Turn off Freesync before you run the benchmark..

What make is your 6700 XT?
Make sure you use 2x separate pcie cables, not a split one..
I have all my games on SSD rather than mechanical drive, not sure if that could make a difference..
I had stuttering with Asus GPU Tweak on my system, when I removed it the stuttering stopped..
Maybe you have some kind of GPU software other than Adrenalin..
Did some more snooping around and looking in older posts, this issue has been seen some half a year ago with 6000 series not working well with non directx12 games, looked to see what apis the games mentioned had and realised that siege was 12 in the one i played to get the numbersm Doom i was using OpenGL but since my previous Gpu was so old i never realised the dif, set it to vulkan and it capped at the games 200 limit, witcher played a bit more in settings and managed to get close to 200 on medium settings, but in destiny the only other game in 11 left with tf2 still runs way worse, which is very weird when tf2 another 2017 game on dx11 ran so much better, will do a Fire Strike too see how my numbers there are though
P.S, i have a XFX QICK 6700xt thats running on an extender pice cable
You are also right on the limit with that PSU, XFX recommends 750w.. In case of spikes I would guess..
Also make sure you have enabled Pcie 4 in bios..
Although it run ok @3 anyway..
I take it you mean 2x extender cables, they should be on separate pcie cables really..
might check more often in destiny to see how the power usage is, in Fire Strike i got overall 24 691 and for gpu 33k so ~ as expected so it looks like it where i originaly thought the problem was, with Destiny
