I would like to know if there is a way to enable fan control on the 5700xt reference card even if its another app except for wattman, flashing compatible bios or anything really.

You should be able to control it on adrenalin.
MSI afterburner can be an option too.

cpu/vram clocks voltages and power limit are the only tweakable parameters
