Ok, so I just bought my RX 470, and I have not been able to get it to work properly. I previously had a GTX 1050. I have disabled game mode, used DDU, checked my DirectX version, installed driver versions 16.x, 17.4, 18.2.1, and now I'm back to 18.4.1. It never has problems when I'm just doing random stuff, but in games (like Overwatch) it just randomly crashes. Temps are never higher then 78, and I have even underclocked, though it still crashed and gave me the "Wattman settings have been reset" message. I really don't know what to do. Please help.

The first thing I would do is try it in another system, if possible, in order to isolate the actual cause to the graphics card itself. The power supply should be adequate but 78c is a bit on the toasty side for a midstream card. What's your fan profile look like? I would leave the card at default clocks until we can figure it out, otherwise you're just adding another variable to consider.
