4:3 stretched to 16:9 on a 21:9 monitor

Is there any way to play a game on Full screen while not having the native resolution?

My problem is that I would want to play at 1920x1080 (16:9) on my 2560x1080 (21:9) monitor. That's all good. I can change the resolution inside Windows or change it in Radeon Adrenaline so I have black bars on the sides. I want to play on 1280x1024 stretched to 1920x1080. That's fine too IF I play on a monitor with that resolution. But I would want to play on my 21:9 monitor downscaled to 16:9 with black bars while having the 1280x1024 stretched TO 16:9. The problem is that when I open the game the resolution resets to the native and stretches to that so It's 1280x1024 stretched to 2560x1080 instead of stretched to 1920x1080. If there was a way to make full panel only stretch to 1920x1080 that'd be great.

I find it very difficult to explain what I would want to do so here is a graph.

I'm sorry if the image is hard to see/understand but I am in a hurry and I can't figure out another way.

P.S. I'm aware that 16:9 stretched to 21:9 is the same ratio as 4:3 to 16:9, but in a competitive game like csgo I wish to limit eye movement.
