Zero RPM on Navi

Hi,

I see no "Zero RPM" toggle after I changed from RX480 to 5700 XT. 
The 5700 runs Zero RPM until I change something and then it choose to run at 20% (not sure) and to get Zero RPM working again, I need to reset wattman settings and even reboot sometimes. 

Is it intentional that the toggle is not present on Navi?
Any workaround? 

I would like to have it set to +50 Power and still have Zero RPM. This does not seem possible without some other tool. 
Any workaround?

The problem disappeared at some point along with newer drivers. -at least for me :/
