In your image it shows you have Fan tuning enabled which overrides Zero RPM on the GPU card in Radeon Settings.
By the Fan curve tuning it looks like the fan at 25c will start running around 30% speed. The Temperature of the GPU Card's hot spot is 30c which is why the fan is now running at 30% speed.
