i have been having alot of crashes on my computer, it always seemed to happen any time AMD software, or windows needed to update, found error spots on SSD HD, replaced and did full re-install of windows.
I have been getting the same crashes, but for the last month i have had "your pc needs to be restarted to finish setting up this device High Definition Audio Bus" popping up and if i restarted one or sometimes 2 times it would go away, now it won't, and my screen flickers some times.

Your TV's audio is working from your GPU card's AMD HD AUDIO Device.
I don't see any errors in your Device Manager.
But I don't see any of your Motherboard's Audio drivers installed - Realtek.
Here is my Device Manager on Windows 11 Pro showing both my GPU and Motherboard HD AUDIO drivers:
The rest concerns my TV Tuner, BT Headphones, Cellphone, Webcam, and Hearing Aids.

I would update the Realtek Audio, CHIP Set, and BIOS version for better compatibility.
If you decide to update the BIOS make sure your follow the RED Instructions in the BIOS update page starting at F40.
Update first the CHIP Set drivers before updating the BIOS if you have a very old one installed.
Plus make sure Windows is fully updated via Windows Update.
NOTE: I don't see any Gigabyte B450M-DSH3 with "-CF" in the model's name.
You can have your friend update all the drivers and BIOS on your machine for you since he is the one that installed the OS.
Knowing your PC information will help immensely in finding a fix.

You have a Hisense UHD Monitor connected and it is only showing Resolution of 1280x720?
You can't adjust the resolution of 4k in Windows Settings - Display?
Which version of Windows Enterprise do you have installed? Is it a LTSC Version? is this a Work Station PC?
I notice in SPECCY it displays "STATE: Enabled, Primary, Unsafe". What does Device Manager show under "Monitors" and "Display" categories?
What does Windows Sound Panel show as being the "Default" Audio device for your PC?
Anything connected to your GPU card will have AMD HD AUDIO and anything connected to your Motherboard's audio outputs will have the Mobo's audio manufacturer listed. My Asus Mobo uses Realtek HD Audio but my Bluetooth Headphones uses Microsoft Audio driver.
What does Device Manager show under "Audio Inputs and Outputs", "Software Components", "Sound, Video and Game Controllers" and finally under "System Devices - HD AUDIO Controller"
The above is from my normal Win11 Device Manager categories. Yours might show it differently or not at all. But those are the type of categories you need to look at to see if the Audio is having any issues with Hardware or Drivers.
the hisense tv will do 4k, the display settings for the computer are 4k, ut it is set to zoom because it is in the bedroom and hard to read the text from across the room.
the tv is connected by HDMI to the hisense, the hisense is connected by hdmiarc to a soundbar.
there is nothing connected to the onboard audio and nothing else connected to the AMD vid card, it isn't a workstation computer, my friend did the install and that's the licence he had/used.
it seems the "unsafe" part is rather common with people either using 2 monitors or tv's as monitors, and is contributed alot to the monitor not being at it's native resolution
