World War Z back to vulkan related crashing

After so many updates to Vulkan in the drivers, World War Z is back to crashing at the loading screen of practically every stage. Need to switch to Dx11 mode to play, but DX11 mode has very noticeable stuttering particularly when the game is loading up the zombies.

Well, to not too much surprise, Reinstalling windows eliminated the vulkan based crashing, as well as increased PC performance accross the board. Windows has since done SOMETHING to make performance drop back down, but the crashing has not returned yet.
