Win7 and RX6600 Last Hail Mary attempt

EDIT: I give up... Card is being ripped out permanently.

 

Been trying to get RX6600 to work with Win7-64 for 3 weeks now.

I get a brief flash of a horizontal solid color bar (flavor of the day type) that covers the entire lower portion of screen.

It always extend to the lowest part, all the way up to mouse pointer - where ever it is when this is triggered.

It's triggerd only in windows "productive" mode, anytime mouse pointer moves to a new area/text that will be highlighted when touched by mouse pointer.

It's a brief flash, sometimes a few more follow but usually require a re-trigger. Sometimes though it will flash continously but somewhat random interval between.

So far I've tried 3 different HDMI cables, 2 monitors, and even 2 different RX6600 cards: One PowerColor, one MSI, 4 different resolutions = same issue with all combo's.

I get no flashes with older Nvidia cards GTX680 and GTX1080ti nor the built in HD4000 in the i7-3770k CPU. But none of the previous cards fully support my 4k monitor(HDMI input). The radeon driver/RX6600 still flashes in "1k" mode.

Running RX6600 in "limp mode" 1024 x 768 using a default win driver it works fine, no flashes.

Last resort I even reinstalled Win 7 on a new drive because the old installation gave a unrelenting BSOD upon boot after switching gfx cards back n forth a few times.

Other behaviour includes leaving monitor off for more than about 12 hours will require a reboot of PC because picture is not coming back (but PC works fine in background as server for various tasks). You can pull cables, re-seat 'em -, power monitor on/off 20 times - don't matter. If you come back between 5-12 hrs of monitor off time and it's black you may sometimes get picture back by "locking pc" into password screen.

Getting the AMD Graphics settings/performance app to start is a chore really. Most of the times a static blank rectangle appears and nothing else. Then you wait 30 mins or so and it may sometimes appear if nudged by an ALT + R command on desktop.

Other used bits: Win 7 64 bit SP1 Home Premium, I7-3770k, Gigabyte GA Z77 D3H (v1.0), Samsung SSD's 500GB and 1TB, onboard audio.

Is there anything someone know to fix this? some older win7 driver?
