Why does the Pci bus driver doesn't update automatically?

This, basically.

I've recently upgraded to Windows 10 v20H2, and as usual, I updated my AMD drivers to the latest stable release. I used to force the installation of the SATA drivers until I figured out that AMD announced those aren't needed anymore, because Microsoft is now handling the driver (and seems AMD driver breaks SSD and RAID compatibility... (?))

Taking in mind this, and finding out that the latest AMD drivers install a 2019 version of the GPIO driver because the 2020 one causes (at least for me) system lag and stutter... Is there a reason the Pci bus driver (Aka PCI Bus or PCI Express Filter Driver) is not automatically installed on our systems, or even better.. the files are even having their extensions changed probably to prevent said installation...?

I would like as much detail as possible here, because I would also like to know if it is recommended to force the update of this driver (That seems to be a filter driver...)

Anyone has experience in this regard ad would be so kind to tell?

My system specs:

- AMD A12-9700P APU (Laptop)

- 16 GB DDR4

- Radeon R7 512 MB

- 1TB HDD

- Latest AMD drivers installed, + manually updated Pci bus device.
