Why do I keep getting this error message "

Firstly, you should do this... https://www.amd.com/en/support/kb/faq/gpu-601 
And then you should install display driver... The latest this... https://www.amd.com/en/support/kb/release-notes/rn-rad-win-19-9-2

change "State" value (set bit 9)

for exmaple
State = 0x00023e00 - Check for publisher's certificate Revocation Unchecked
