Found this unofficial WX3100 BIOS to download from TechPowerUP: VGA Bios Collection: AMD WX 3100 4 GB | TechPowerUp 

USE AT YOUR OWN RISK!

NOTE: fsadough‌ could probably supply you with an Official WX3100 BIOS. But I imagine he is going want to know why you need to flash the BIOS to your GPU Card.
