VRAM Clock speed stuck at 909Mhz

Specs:

- Main: MSI MAG274QRF-QD 

- Secondary: MSI G274QPF-QD

- GPU: AMD Radeon™ RX 7900 XTX Phantom Gaming 24GB OC

- AMD Adrenalin 24.4.1 (Latest)

 

When HDR for both monitors are on and both monitors refresh rate is set at 165Hz, the VRAM Clock Speed is always at 909MHz. 

When I reduced either of the monitor refresh rate to 60Hz, it idles lower between  45 to 70 Mhz depending on what's on the screen of course. 

 

This has been a problem for quite a while. I've changed cables, re-install drivers etc. The only way to make sure that this doesn't happen is to turn off HDR completely and enjoy the high refresh rate OR if I want HDR use 60 Hz on let's say my secondary and it will work fine. 

 

Any assistance would be appreciated.
