VRAM clock only downclocks if video playback runs while gaming

I have made this rather odd discovery recently while doing some resource monitoring on my machine.
I use a 5800X3D with 7800XT (Adrenalin 23.12.1) and 2x 1440p 144Hz monitors.

For months now while gaming, even very lightweight games would have the VRAM clock pegged at max leading to additional power draw which does not seem to be really needed (some extra 30-40W) and it would never downclock. At this point I kinda accepted that as a fact and didn't pay much attention to it.

But now I noticed the following behaviour:
Whenever I have a game running (and ofc the VRAM clock maxed out) if I start any sort of video playback (YT or just a movie locally) the VRAM suddenly starts downclocking and my total power draw drops accordingly. All of that while my game is not affected whatsoever.

This to me doesn't make any sense. Giving the GPU additional thing to work with somehow results in less power used and less thermal load in accordance.
Did a quick search but did not find anything on that particular topic.

Is anyone else observing the same or similar behaviour? I'd be curious as to what possibly is the reason the GPU behaves as such.
