I recently noticed a problem with my Video playing Perfomance. 

No matter if I watch standalone videos, in Browser, Discord or Games, it always lags for about 10 Seconds before playing normal.

That means I cant watch 2k Videos on YT or have multiple Youtube Videos in different Tabs playing without lag (~ 3 FPS).

GPU: RX 5700 XT; CPU: Ryzen 5 3600

AMD Radeon Software Vers. 21.4.1 

I already had the Issue with stock drivers, updating didnt help, also my Windows Installation is relativly new, without any bloatware.

So is it the '10 second lag' that is the problem.....or all the utube windows? Have you disabled hardware acceleration in your browser? Do that and see what happens.
