HWiNFO64 reporting 1v-1.05v at P0's Core voltage after I played a game or launched any app in Full screen mode.
Steps to reproduce a bug:
1: Open AMD Settings and enable manual voltage control;
2: Open any d3d full screen game or change monitor resolution (Is the key);
3: Regardless of whether any states are active or their settings are changed: the P0 state blocks its voltage to 1 V
