Are you sure you have AMD drivers? For me windows update automatically installed its own driver which makes the Radeon control panel not working. When trying to start Radeon software it displays a message about PA-300. But even when replacing the driver windows update automatically replace it.
I manually removed all previous drivers and blocked windows to change it.
1. Download AMD Adrenaline driver update https://www.amd.com/en/support
2. Open https://www.tenforums.com/tutorials/146562-prevent-windows-update-updating-specific-device-driver.ht... and prepare the change, but do not edit the registry yet (it will prevent you from changing the driver).
3. Disconnect internet
4. Open device manager, select AMD Graphics card and uninstall and remove driver (might need to do it multiple times til it says like generic driver)
5. Install AMD Adrenaline and reboot
6. Apply the reg change
7. Open Radeon settings on the laptop monitor go Display and turn off Vari-Bright
