Have you checked to see if your Firewall or Anti-Virus program is blocking the connection to AMD Servers? Could your ISP be blocking the connection? Are you using a VPN which might prevent the connection?
If this just started I would have mentioned to wait a day or so and try again. Could just be a local AMD Server issue. But you mentioned it has been happening for over two years. Thus is has something to do with your computer or ISP.
Thus something seems to be blocking the internet connection. Have you been able to download the latest AMD Driver from AMD Download page? Is anyone else in your area also having the same issue by any chance?
Try downloading the latest driver from AMD from here: https://www.amd.com/en/support . If you can't then it is a good indication something is blocking your computer from connecting with AMD Servers.
