Yes it will if the fan is not keeping the CPU or GPU from overheating.
If the CPU or GPU starts to overheat it will eventually start to Throttle (Slow down thus affect the performance) to keep the CPU or GPU from overheating.
So you need to tune the CPU or GPU fans to be the most efficient at keeping your CPU or GPU cool under heavy loads.
