I am experiencing massive stuttering every 10 to 15 seconds
Whenever it happens, there is a massive drop in my GPU's clock speed and power consumption and FPS will drop into the single digits.
This is the only game I am experiencing this with so I know it's not my hardware. I have high end hardware and this is making the game unplayable.
Here are my system specs
Ryzen 7950x3d
64GB DDR5-6000 CL30
Radeon 7900XTX
Windows 10 (completely up to date)
DeepCool PQ1000M, 1000 Watt PSU. Connected to GPU with 3 PCIE connectors, no pigtails.
The game is installed on a 4TB PCIE4 NVME drive. I have a different drive for the operating system.
I have no third party addons installed, my community folder is empty.
I have tried DX11 and DX12 mode and experienced this issue with both.
Deleting my rolling cache file and disabling it did not help.
Disabling online functionality did not help.
Turning all graphics settings down did not help. I would have 140 FPS and every 10-20 seconds it would drop down into the single digits.
I have used DDU and done a clean installation of my radeon graphics drivers. I have tried drivers 24.3.1, 24.4.1 and 24.5.1

I have had this graphics card since December 2023 and the game has been fine until recently.
I don't know what else to do
