So i spent the whole night finally trying to get to the bottom of an issue I was having, applications would slow down and stall out when the GPU went under high load. This has been a pretty consistent problem for me for a few months now.
So i systematically went through all the programs running in the background, no leads. So next i move to services, bingo shutting all non-windows services removed the problem entirely. It only came back once AMD External Events Utility was turned back on via the system config.
As for the issue, the symptoms are also odd. Let me run though what I know so far.
The game that causes the high GPU usage, suffers no stutters or lag.
The Issue only persists if the Game that is causing the high GPU usage is active, even if the high gpu usage continues, it will not lag out the other programs.
There is no fps drop or gpu usage drop from the game when it is not active, debunking something i thought before.
The other program lag is typically visual, it is not the screen freezing, since the mouse can still travel across when the program is lagged out. Only sometimes does the audio also pause, but it is rare.
The lag can affect any program, including the taskbar and task manager.
As for my system specs.
