Error 18 seems to be a driver issue. Make sure you have the latest Nvidia drivers for you 1650Super. Check if there is a bios update for your motherboard also.

If the computer does not shutdown immediately after starting a video, pull up the task manager and check the performance monitor to see whether the CPU or GPU utilization goes through the roof

There is a Windows troubleshooting tool that might also help you:

Open the Control panel on your Windows 10 computer.

Change the "View by" option to Large icons > click on "Troubleshooting" > click "View all" option on the left panel > run "Video playback".

I've installed the newest driver for my GPU and double checked on my board. Troubleshooting said there were no issues, also checked task manager and CPU and GPU stay around 20-25%

I'm really stumped on this
