RX 6650 XT FPS Drops And Low Performance In Some Games

Asrock B450 Pro4 Updated to the latest Bios

RX 6650 XT SAPPHIRE Pulse

Monitors:  AOC G242U 1080p 144Hz Freesync Premium, AOC G2460V 1080p 75Hz

A few days ago I upgraded from RX 590 Nitro+ to the RX 6650 XT and immediately I started noticing serious performance issues on games like Destiny 2, which is what I mainly play, Need For Speed Heat, Final Fantasy XV Windows Edition and even League of Legends. Card runs pretty well on Resident Evil Village and fairly well on Risk of Rain 2 with high settings (with some small insignificant drops on RoR2). At first I believed that my computer was getting bottlenecked by the CPU but after looking at other people's performance with this combo I don't really think that's the case. I have tried a lot of fixes I've read online but none has worked for me so far.

 

What I've Tried So Far:

Overclocked CPU to 4.1Ghz

Rolling back to countless number of previous drivers (Using DDU every time)

Changed the ShaderCache Value in regedit and Reseted Shader Cache Through Amd Software

Raised Power Limit to 10% and raised Min Frequency to over 2000Mhz

Turned off High Precision Event Timer

Booted PC with 2x8GB of Ram @3200Mhz XMP Speed

Used both Gaming and Standard Profiles in AMD Software

Tried Anti-Lag both on and off

Changed Texture Filtering Quality to Performance

Was on Windows 11, Clean Installed to Windows 10

All my component drivers are up to date

Turned off SVM Mode

Disabled ULPS Using MSI Afterburner

Used Both High and Ultimate Performance Windows Power Plans

Ran both FurMark and Heaven Benchmark and got pretty fine results

Tried Low, Medium, High, Highest Presets on Destiny 2 with no real change on performance on lower settings

Raised Priority of Destiny 2 to high through Task Manager

V-Sync off pretty much 99% of the time

Disabled MPO in regedit

 

I had no problem running any games with my RX 590 and I was probably getting more FPS in Destiny 2 with it in certain areas. I've noticed that in the games my RX 6650 XT is underperforming  the GPU Utilization was at 75% max and usually going lower than that. My changes in frequency tuning (raising Min Frequency even up to 2600) have done nothing to help. It's not a PSU issue cause the 6650 has the same power draw as my RX 590. The card ran perfectly in benchmarks and in Resident Evil Village at 98%-99 GPU Utilization.
