RX 580 nitro+ not taking driver updates and having other issues

After trying to update the driver, the download failed and gave me the error "1603".

My PC started having display lag (Can be noticed by spinning the cursor around or watching videos).

Voice input and output are being affected as well (both having horrible stutters as the result).

I just thought that everything would be okay due to the lag going away in about 2 hour after starting the PC, but the lag would come back every time.
So I tried to the suggested methods from the "more information" tab in order to get the driver update working.
After trying the "AMD cleanup utility tool", the lag had gone away.

So I tried downloading the driver again. It did not work, but the lag came back.

Now I am stuck here without drivers for my GPU.

You should run a Windows trouble shooter to address the Windows Update issue.  Follow these steps:

The Windows update problem is fixed. The updates were downloaded even tough it kept saying that I missing them.

There is no need. The Windows problem happened 2 weeks ago.
And the Windows update log said that the updates were successful.
I can check it later if I find time.
Now I am just trying to find something for the GPU driver issue.
And I saw some posts about other people having issues with the same GPU.

Yeah the troubleshooter did not pick up anything.
