What is the Make & Model of your RX580? Does it have one or two GPU Fans?
The RX580 has the Zero RPM feature where the fans suppose to turn on when a certain temperature is reached. Around 55c - 60C.
If you are playing a game or stress testing the GPU card and the fans doesn't turn on then you have a problem.
Try stress testing the GPU card using OCCT and see if the fans turn on or until it crashes. Make sure you have the proper PSU Power cables connected to the GPU card.
Make sure you have the GPU fans correctly configured in either AMD Wattman or your 3rd Party program like MSI Afterburner.
Try this to see if the fans work. Remove the computer side panel and Reboot your computer and check to see if the RX580 Fans turns on for about one or two seconds. If it doesn't you either have a bad fan(s), Fan connection to the GPU or defective GPU card.

another question, I cant get amd wattman anywhere but I have amd software, will it configure my fans automatically for me or no
