RX 5700 XT frequency does not exceed 1000 MHz
I have a problem, the frequency of my video card does not exceed 1000, it jumps from 400-1000. It does not depend on the game, not on the graphics settings and resolution. And it seems to me that I am getting poor performance. What could it be because of? There is also freezing and rare black screens and crashes. Is this a normal frequency or not?

It can be normal, depending on the game/resolution. At 1280x1024 in old games the GPU does not have much work to do. I tried running Crysis at that resolution and it was running at 800MHz.
I'm not sure what game that is, but it looks like you could run it at 4K with no problem.
Try running a benchmark like Unigine Superposition. If your clock still stays below 1000MHz then you have a problem.

I ran games in Full HD, 2K, 4K and nothing changes.
