ROG RX580 refuses to reach boost clock

Issue Description: My RX580 started crashing my games and computer in the past 2 weeks. After resetting the latest driver to factory and removing the old ones with DDU and AMD cleanup utility, I've noticed that the card simply does not go over 53 degrees under load and rather just crash and cause a system hang after performing at sub-optimal speeds for a while.

I tried using Wattman and Afterburner separately with fresh driver installs to increase the power limit, even tried to undervolt it but it won't budge. The fans spin up according to the custom curve, but the card operates at around 1200mhz with a high power limit, and 1000-1100mhz with factory settings. 

The weird thing is that with each fresh install of drivers, the default fan curve stays the same broken flat mess (picture attached).

CPU: AMD RYZEN 5 3600

RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 3000MHz

PSU: EVGA 850 GQ

DISPLAY: LG 24GM79G

Software: Windows 10 Pro 1903 version
