After a whole month of tinkering, I have come to the conclusion that the RX 6600 is just not in any way possible (to my knowledge) to run RE4 (2005), on Windows at least.
After going through tens of threads I realized that any version after 21.3.1 has completely broken the game and it has not been fixed to this day (that's 3 years). Due to the RX 6600 releasing after the release of those drivers, it's simply not possible to use them with it therefor rendering the game completely unplayable. I have filed a report on this on AMD's bug report tool.
If for some reason anyone knows any potential solutions that aren't the usual "limit your refresh rate to 60hz, download RE4 tweaks, download the 4gb patch tool" I'd be extremely pleased. Hope this serves as a waking call for AMD to get this fixed.
