[REQ] Support multiple refresh rates during VSR operation
Hello, I "daily-drive" Virtual Super Resolution on one of my monitors.
However, when using VSR, you are restricted to the maximum refresh rate of your display.
This is a problem because my display does not support blur reduction strobing at the highest refresh rate, only a slightly lower refresh rate.
NVIDIA GeForce's Dynamic Super Resolution (DSR) does not have this limitation.
After the 22.7.1 OpenGL update, this is the final issue preventing me from switching to Radeon Graphics.
Please address this issue in a future update.

This is still an issue with the latest drivers, which was very disappointing because I too wanted to run VSR on my 1080p monitor at lower refresh rates than the max (my XG2431 maxes out @240Hz), with back light strobing. As a workaround I attempted to create Custom VSR Resolutions at different lower refresh rates, but the AMD Adrenaline Software would not accept it. Please fix this AMD.
