Happens all the time. Ruined YouTube for me, I'm guessing there's absolutely no solid fix because this issue goes back to 2017 and is either a problem with AMD's encoding chip or drivers, but I figured I'd post here anyway just to add to the endless Google results.
Between this and the constant black screens, games crashing and PC requiring a restart, I have seen enough to never buy an AMD GPU again.. sorry for the rant but it's really frustrating to spend so much on a graphics card for it to not work at all.
