Reducing effect of video "catching up" after switching tabs or windows in Chrome

For people that are noticing frequent "catching up" effect when returing to video playback from other tab or window. [Catching up looks like playback renders some frames from when you left tab and before you returned one by one. Higher resolution and refresh rate will cause longer time of catching up]

Try setting "Select overlay strategies" [#overlay-strategies] to "occluded and unoccluded buffers". It helped me reduce "catching up" on 1080*60 and 1440*60 to singular frames. 2160*60 still will have delay though. Also disabling global Enchanced sync may help with this as well, if chrome flag didn't help as noticeably. It actually may end up as sort of placebo, but it won't hurt doing anyways
