I have the exact same issue. It started when I tested the last beta driver, and was resolved when I reverted to the last good driver (prior to 22.3.1). I had no issues on the older driver, but the issue returned as soon as I updated to 22.3.1. I don't see AMD External Events Utility in my list of installed programs, so I am unable to test that suggestion. Edit: I found an article that provides instructions to disable AMD External Events Utility and followed them. I successfully disabled the service, but 22.3.1 is still waking my monitors up from sleep.
If you verified that the latest driver is causing that error and a previous driver works fine without any errors of that type I suggest you both open a AMD Support ticket to let them be aware of the issue with that service from here: https://www.amd.com/en/support/contact-email-form
That way they can try and replicate the error and come out with a fix in the new driver version.
Come to think of it, recently I've had recurring KERNEL_HEAP_MODE_CORRUPTION bluescreens dropped on me, and sometimes the AMD Software in the icon tray even has difficulty opening, both of which might also be attributed to this. I've applied the new 22.3.2 as of this writing, so I shall see how it goes...
