Puzzling driver issues

I bought a 6650 XT last week and am having all sorts of very puzzling issues that I can't fix.

Specs:

MSI Mag X570 Tomahawk Wifi

Ryzen 3700x

16GB RAM

Windows 11 Pro  (all updates)

All chipset drivers are the latest as well.

The main issue is the computer not waking up from sleep. When my monitor turns off, I cannot always wake it up using the mouse OR keyboard. I have to do a reset. This MAY be happening the longer I leave my monitor in its sleep state. It has more success waking up from 3 minutes compared to 20 minutes. Sometime when it does wake up, I get a notice to send a crash report. Apparently the driver is put into safe mode after it wakes from sleep.

I 've tried the last 6 or 7 AMD drivers. The most success I had was with 22.11.2. That is now over 8 months old. Gaming seems fine - no crashes and little stutter as long as I turn off al the presets in the software. I've used DDU in safe mode on all occasions.

I've messed about in the BIOS. Resetting to defaults doesn't help.

Just this morning I had strange happenings. It went into sleep mode, monitor turned off and I couldn't wake it up. Did a restart and suddenly my settings had changed from 125% scale back to 100% scale.

I did another restart and my resolution was then at 1024x768 and 8 bit. My screen refresh rate was at 64hertz for some bizarre reason. This was with the 23.7.2 driver.

Here's some screenshots:

I have NEVER experienced anything like this before. I previously had this PC running absolutely flawlessly using a 1060 6GB card. I'm currently trying the driver only version of 23.7.2.

This must be a driver issue as I have no issues with gaming.

Please help.

I should also add that there hasn't been ANY Windows updates between the graphics drivers being installed and then going haywire.

Thanks for the reply.

I did edit my post to add that there have been no Windows updates between installing the graphics driver and the issues. The last driver or 'quality' updates through Windows Update were 2 days ago. I've installed and uninstalled multiple graphics drivers since then.

And besides, I suspect the driver that Windows installs is embedded in one of the cumulative updates. I did turn off driver updates (through Group Policy Editor) a few days ago but the issues were still there.

This is a "known" issue with 6600/6650XT cards. I say "known" because quite a few of us have reported it, and one person from AMD acknowledged it months ago, but hasn't posted any updates or included it as an actual known issue in driver release notes. See all the posts in https://community.amd.com/t5/drivers-software/monitor-fails-to-resume-from-sleep-s3-mode-with-23-2-2...

Running with the 22.11.2 driver seems to be our only workaround for now.

I've just read that thread. Oh my god.

It's nearly 6 months since the thread was started and there's still no fix.

I'm going to try and return my 6650 XT and get a 3060 instead.

An update.

I thought I'd try the 'disable ULPS' workaround using MSI Afterburner.

Not only does it seem to fix the monitor not waking up issue, it also seems to have elmiinated all stutter from a game (PGA 2k23 Golf) that I was having issues with. On top of that, Freesync now works flawlessly.

The only previous time I got Freesync working well was with the 8 month old 22.11.2 drivers.

AMD should hang their heads in shame. This is an issue that I've seen mentioned as far back as 2 years ago. It's beyond belief that you've let this bug exist for so long.

try to fresh install the window, then no gpu driver installed, window , default resolution is pretty lower, like 1024x768 as well a lower refresh rate, it is normal

*if u use cloud installation, use the remove all personal folder option
