PC shows black screen after I install AMD gpu drivers.

PC black screens after installing AMD gpu drivers. Even if I do it manually or let windows do it for me. The PC only works when I ddu the drivers, like safe mode. This doesn't happen on my Fury X system, but on a new system for my little brother. I've tried both VGA and HDMI but it still doesn't work, even with new cables. I've looked at tons of different forums whether it be on AMD, reddit, toms, but no solutions have worked. All parts are new btw.

Specs:
R3 2200g

ASRock B450M-HDV R4.0

450 W 80+ Bronze

16GB Aegis 3000Mhz

1TB WD Blue

Alright, found the problem. I know it won't apply to most of you but it was the monitor. For some reason, after the windows loading splash screen the display would just not work, so I connected it to my other monitor and boom, it worked. Really odd. Thanks anyways for trying to help me, appreciated.

Yeah, I did the auto one for the recomended and latest driver, then the manual one (like the screenshot you sent), and then even let windows do it for me. All showed a black screen after.

1. do a CMOS reset
2. leave everything at auto (no OC or XMP etc)
3. disable Win10 auto-driver-install
4. use DDU in safe-mode to clean old driver
5. instal the driver i have shown

Not sure why it's happening on there but not on my Fury system, even though all parts are new.

Hello Benman, is it possible to follow the steps for R9 270? I don't know how to do a CMOS reset

yes you can do that with a R9 270

about CMOS reset - look in the manual of your Motherboard

Thank you, I am a beginner with this troubleshooting. I did a CMOS reset, kept all in default and followed all steps (except step 5 where I used AMD Radeon Crimson relive software. When installing the driver still black screen. 
I have Windows 8.1 so I cant even try the new AMD Adrenaline Release

I have a similar problem, when installing the AMD gpu driver. Glad you solved the issue. I have tried different monitors but still it's the same for me
