PC Randomly Reboots when starting games and opening AMD Software Adrenaline

I have updated Windows 10 Pro 64-bit to latest.  I have uninstalled and reinstalled AMD GPU Drivers numerous times.  I have updated Power Supply.  All with the same results.  PC Reboots every time I access AMD Adrenaline Software and Starting Games (Not every game).  Any help would be appreciated.

I rolled back AMD GPU Drivers to the following to try a stress test.

I ran stress test for 600s (10 min.)  It completed but, I did see some screen flicker.

I moved the switch to Silent BIOS and the same issue occurs.  PC reboots for no reason.  I decided to swap out my XFX RX 6950 XT with my XFX RX 6750 XT and sure enough I can access the AMD Adrenaline software with NO reboots.  I fired up Microsoft Flight with NO reboots.  I ran a stress test using the latest AMD Drivers with NO reboots.  I played Division I / Division II / Ghost Recon Wildlands / Ghost Recon Breakpoint with NO reboots.  I was able to go into AMD Adrenaline Tuning and change to "Overclock GPU" and run Heaven Benchmark with success.  No Rebooting.  Junction (Hot) Temp was around 88 C.  GPU Temp around 67 C.  Clearly there is an issue with my XFX RX 6950 XT Black.

I agree, the RX 6950 XT seems to be the component at fault.  If it's within the warranty period, I would consider sending it back.  If it is outside the warranty period, I would use it with older drivers and still keep trying newer drivers as they are released.  I am running the 23.12.1 driver package on a RX 7900 XT without issues.

I purchased this card from Best Buy 04/2023.  Just started to really use this pc and GPU.  What a disappointment.  I wanted to give AMD a shot by purchasing the XFX RX 6950 XT and XFX RX 6750 XT because I felt Nvidia was gouging it's customers.  We sill see how XFX's RMA process pans out.
