On Gigabyte Gaming OC 5600xt, the new vbios says it successfuly installs, but it doesn't

I'm not sure what the issue is, i've tried this two times.

First, I download the FA0 vbios update from Gigabyte's website (the one which enables 14gbps). I run the .exe in the folder. It says it successfully patched and asks me to restart my PC. I restart it, check the Radeon software, and it still says I'm only on the 12gbps bios. Am I just doing something wrong? How come it says it's successful but doesn't apply?

I tried using DDU to uninstall my drivers in safe mode, booted into normal mode. Installed the vbios. Restarted, resinstalled the drivers. Still didn't apply. Tried one more time to reinstall the vbios after installing the drivers. Again didn't apply. I have no idea why this isn't working. I literally only bought this card over the 2060 ko because of the driver update
